That black blob used to be an interleaf pad - there are 10 in each spring stack. Their function is to help reduce inter-leaf friction, improving the ride by making the springs more responsive to small amplitude, slow speed road surface roughness. Today we call it eliminating "Noise, Vibration and Harshness" and giving a "refined" ride - The Magnette was known for its' very smooth ride when new.
